"Fine-wire electromyography of the transverse head of adductor hallucis during locomotion

    Gait & Posture
    Highlights
•EMG can be successfully recorded in the adductor hallucis during locomotion
•EMG bursts occur at initial contact and toe-off of stance
•Adductor hallucis stabilizes the forefoot and anchors the hallux during propulsion"

Yip, plantarflexes and adducts. Train the flexion action and you also strengthen its adduction abilities. Actually ,the same toe flexion action will also activate and strengthen the abductor hallucis . The adductor adducts and the abductor stops the hallux being pulled offline.
